David has been the subject of numerous complaints, some of which were in writing, against his despotic, mean-spirited, petty and insensitive administrative or leadership style. The union of local hires long endured the deplorable acts of disrespect and discrimination to which its members were repeatedly subjected by him. Very vocal about his displeasure with our Supreme Court’s ruling in ISAE v. Quisumbing, he orchestrated its circumvention.
The cumulation of incidents about his egregious behavior should compel government to take action. He should be declared persona non grata. I still have the illustrative affidavits from JB, RC, CD, RK, LP, MPSL and DS, all aliens save one. Complaints from the locals were legion. There seems to be reason to agree with LP who found “Mr. Toze’s actions bizarre.” As good as he may be in the view of some, his misconduct and flawed character we need to question or probe seriously. Is he the right person who should continue to stay here despite a behavioral pattern compatible with one not deserving a work permit or a visa?….
